Further to my investigation of whether the Metropolitan Police has overall control over the individual police forces of England, Wales and Northern Ireland, I have had correspondence with them and they have clarified that the only way they would get involved in a complaint by a citizen that the local Police Force under which they live have abused their powers in dealing with crimes alleged if the matter is referred to the Metropolitan Police by the Independent Office for Police Conduct (IOPC). It is therefore for the IOPC to investigate complaints and do the referral in conjuction with the Professional Standards Department (PSD) of the Police Force concerned.
In my case of complaint against Kent Police, no such referral has been made and so the Metropolitan Police cannot get involved. The IOPC has not written to me on the matter so that it must be assumed that it is still conducting its investigation in the PSD of Kent Police. The latest communication is linked:
